BrightLocal's 2026 Survey Finds Review Incentives Declining as Rules Tighten

BrightLocal's 2026 Local Consumer Review Survey found that the share of consumers offered a discount in exchange for a review has continued falling, dropping from 45% in 2024 to 36% in 2025 and 27% this year, according to the research firm.

The decline comes as regulators have sharpened their stance on manipulated reviews. Incentivizing reviews isn't automatically illegal, but BrightLocal's report notes it violates the guidelines of major platforms including Google and Yelp, and can expose a business to penalties under the Federal Trade Commission's rule against fake and compensated reviews.

Even so, the survey found that 11% of consumers reported being offered an incentive specifically to write a positive review โ€” a practice that would put a business at risk under current FTC enforcement if identified. BrightLocal's broader recommendation to businesses is to treat review generation as an ongoing habit rather than a one-time push: building a steady, diverse review profile across the platforms most relevant to a given industry, and closing any gaps in coverage.

The findings echo a wider pattern seen across the review research space in 2026: consumers are described across multiple industry reports as increasingly attentive to review recency and specificity, not just star rating or total volume, when deciding whether to trust a listing.

For small businesses trying to keep pace, the practical implication is that a review request process built into normal customer follow-up โ€” rather than a discount-driven push โ€” is both the safer and, per BrightLocal's data, the more common approach among businesses in 2026.
